The company`s “Responsible Gaming” program is acknowledged as the best in Eastern Europe 02.10.2008
Within the Balkan Entertainment and Gaming Expo, held in Sofia on September 30th – October 2nd, “Storm International” was acknowledged as the leader in the development of responsible attitude to gambling in Eastern Europe.
Primorie deputies decided to apply to the federal authorities with the request to postpone moving gambling establishments to “reservations” 30.09.2008
Laws are quickly adopted, deeds are sooner said than done! Judging by the reports of federal and regional mass media, as of today only one zone has confirmed that it is ready to start work since July 1st, 2009: Azov-City on the border of Krasnodar and Rostov Regions. The situation in other zones is worse. Though the authorities of Altay and Kaliningrad Regions occasionally report on the interest of foreign investors in “Sibirskaya Moneta” and “Yantarny Bereg” gaming zones, this interest looks theoretical.

The “round table” on Azov City matters, which took place within the framework of the investment forum in Sochi, displayed again that Rostov and Krasnodar regions do not see the development of the area eye to eye. Kuban`s administration is poised to form the gaming zone as a separate project while Don`s officials are inclined to look at it as at an element of a plan on developing the Azov coast and adjacent territories. The controversies are aggravated by the fight of two regions for investors.

Gambling tax revenues on the Don to reduce one third in 2009 16.09.2008
Gambling tax revenues in Rostov region will reduce one third in 2009, in the second half of which the gambling ban will come into effect, and the gaming zone set up on the border with Krasnodar region will not have started operating yet. These are the data contained in the project of the regional budget for 2009 and the planning period of 2010 and 2011.

The Ministry of Finance, which is in charge of the gaming market regulation, is blatantly inactive: the authority has not dared to hold the cross-sectoral meeting named “What shall be done with the zones after all?”, which was planned in summer. Following it, some decisions would have to be taken: 20 of 30 months allocated by the law for launching the reservations have passed, and they are still in the form of fields untouched by human activities. In Primorie, Russkiy Island reserved for casinos was “swiped” by Dmitriy Medvedev for building a university. In Altay and Kaliningrad, all the efforts were spent on choosing sonorous names of the imagined Las-Vegases (“Sibirskaya Moneta” and “Yantarnaya”).

Deputy Chairman of Don Archeological Society Arthur Isakov has stated recently that, before starting large-scale construction works in the area of Azov City, special archeological research shall be conducted there. Yesterday Krasnodar region`s Department of Investments was expected to survey the results of the third tender for the right to lease land plots in Kuban`s part of Azov City gaming zone. However, a source in Department of Investments said that the tender had been called off. The reasons were not explained, no official comments were given.

Kuban`s Prosecutor`s Office got concerned about the situation with the sale of lands in “Azov City”. In the course of the inspection it found out that the regional Department of Property Relations had refused to buy out land plots in the would-be gaming zone from local residents, and consequently they ended up in hand of profiteers. Now the Department employees are facing criminal proceedings. According to a gambling operator, casino owners are still offered land plots within Krasnodar`s part of the gaming zone.

In the best-case scenario, in 2010 “Azov City” gaming zone will be a big construction site, believes Nickolay Oganezov from Rostov-on-Don, a member of the Gambling Expert Council of the State Duma. Meanwhile casino employees have less than a year to decide on their future.

As the Tvoy Den newspaper was informed the government is considering the options for repeal of the prohibition on gambling in Moscow that would come into force in 2009. The question is about prolongation of the terms till 2012. According to sources in the White House, the existing situation in gambling business was discussed last week at the closed meeting. It was decided to put on the agenda the issue on extension of the term fixed for relocation of all gambling business to four gambling zones for three more years.
Kuban to present repeatedly the land plots within “Azov City” for bidding 15.07.2008
The authorities of Krasnodar Region will hold the second round of the tender to lease the land plots within “Azov City” gaming zone located at the boundary of Krasnodar and Rostov regions. It is reported by RIA Realty with reference to the Press Service of the regional Investment and Project Design Support Department.

The Trud newspaper announced that the tender to lease the land plots within “Azov City” gaming zone was an actual failure. In total there were 5 land plots presented for the bidding: four plots with the area of 2 hectares each and one – of 18.5.

According to unofficial sources, five Russian and two foreign companies will be allowed to take part in the tender. The winning bidders will be named on July 11th of the current year. Gaming business representatives who have refused to bid explain their refusal by the fact that the conditions of the tender suggested by the organizers are unacceptable for them – the regional administration would take almost no obligations, shifting all risks to investors.
Vladivostok: gaming zone to be relocated 02.07.2008
According to Governor of Primorie region Sergey Darkin, the regional administration is considering several options of locating the gaming zone which would have been built on Russki Island. Be reminded that it had been planned to build the gaming zone on Russki Island where in 2012 the APEC summit will take place, however, by the decision of the RF government, Far-East Federal University will be erected on Russki.
