Igor Ballo: the State will deprive monopolization of business in hands of several companies
On February, 9th, 2006 the State-legal Control of the President of the Russian Federation Administration has published the conclusion on the project of the Federal Law " About state regulation of activity on the organization and carrying out of gaming and bets and about changes in some statutes of the Russian Federation ".
The fact that the bill prepared by deputies of fraction " Edinaya Rossia " protects the intrests of large owners of gaming bussiness and for this reason must be withdrawned from considiration is in particular mentioned in this statement... “ The law is oriented only on protecting intrests of large businessmen of gaming industry, and not on establishing of effective state guarantee from negative social consiquences, connecting with involving of people in risk into taking part in gaming” – poined in the conclusion of The President of the Russian Federation Administration.
The information about creating of a working group on working out a conception of gaming business development is mentioned in the conclusion too.
The president of ADIB Igor Ballo supports the initiative of the President Administration. “Our critical position towards submitted bill is wellknown . We have repeatedly told about it including in meetings with deputies of State Duma and in press. The law, submitted by deputies isn’t up to Russian legislation. Theró are no any ecanomical calculations in it’s foundation. Moreover, the bill was introduced without acepting of neccesary conclusions of the government and State Legal Department of Russian President Administration. It was clear to the gaming community that the main aim of the law was to distroy small and middle gaming business and we are very glad that the Russian President Administration didn’t let it’s coming into force. The fact that since now the law will be eleborated not by the State Duma will serve the gaming business good. We hope that the bill, worked out by ADIB that we have sent to the Russian president Administration and to the government of the Russian Federation will be taken into account during the working out of new laws in the field of organization and carring out of gaming and bets on the territory of the Russian Federation.
