Gaming business will be leaned by new rules
Deputies of the State Duma overworked the bill “About governmental regulation of organization and caring out of gaming and bet activity". New statutory wording is not joyful for businessmen: experts think that deputy's offers would drive out small companies.
Deputies have finished the bill with all corrections of government.
One of the authors of this bill, the president of the Duma's committee of economic policy, business and tourism, Valery Draganov said that first of all deputies expect to integrate the gaming business.
According to the new rules, minimal floor space for pit is 800 square meters and minimal floor space for slot machine hall should be 80 square meters. The organizer of gaming hall should have in ownership not less then 25 halls and 1000 slot machines. In addition to, for having gaming business, you should have banker guarantee for 300 million rubles, and have your owned assets for not less, than 150 million rubles.
Also this bill makes requirements for the organizers of the gaming business harder. In particular, the organizers can not have this business without license; activity of gaming halls would be unpermitted in accommodations, in the trade territories, on the bus-stops, auto stations and railway stations.
The State Duma plans to view this bill on the 10th of February.
Besides, in the beginning of March deputies should view all packets of bills about gaming business in the State Duma at the second reading.
In particular, deputies should set the tax rates for gaming business and paying for issue of a license.
In turn businessmen think that this bill would stamp on the developing of their business in the most negative way. As the president of the Gaming Business Association Igor Ballo said that businessmen in the regions will be first who will be pressed by new rules.
In addition to this, our lawyers have big claims to the quality of this bill. We sent our personal bill to the State Duma last week. I hope, that it would be taken into account", - said Igor Ballo. The chief manager of the Globo company (who owns a few internet-casino,) Sergey Marevsky, is sure that this bill respects only interests of the big companies of gaming business. Sergey Makarevsky said: Continuing of this business for small and medium-size enterprises would in fact be impossible. In particular, new plank of banker guarantee and size of own funds in practice would give a chance for the future of this business for the only few.
