ADIB sent its proposals on licensing of gaming business to Federal Government of Russia
ADIB sent its proposals on licensing of gaming business to Federal Government of Russia. As is known, the President of Russian Federation Putin V.V. has signed the Federal Law ¹ 80 on 02.07.2005, according to which the order of licensing of activity on the organization and on on carrying out of gaming and bets has been changed. As a result of these changes there were new kinds of activity - activity on the organization and on carrying out of gaming and (or) a bet, including ones with use of gaming tables and other gaming equipment, in premises of casino (activity of a casino), activity on organization and on carrying out of gaming and (or) bets, including ones with use of the game equipment (excepting gaming tables), and also activity on manufacturing and sale of the special gaming equipment produced for realization of a gaming. ADIB always comes for competent legislative control in the field of a gaming and consequently has submitted for consideration of the Government of the Russian Federation a draft of Resolution "About activity on the organization and on carrying out of gaming and (or) bets, including ones with use of gaming tables and other gaming equipment, in casino halls (activity of casino)"and "About activity on the organization and on carrying out of gaming and (or) bets, including ones with use of gaming equipment (excepting gaming tables) ". According to president of ADIB Igor Ballo words , the initiative of the Association was supported by all it’s members. "The situation developing today in the field of licensing of activity on the organization and on carrying out of gaming and bets, provokes fairy criticism as on businessmen, and the Government of the Russian Federation. A certain licensing body and licensing rules of activity on the organization and on carrying out of gaming and bets are not developed yet. For this reason we have developed and have directed the draft of regulations, we also hope, that they will be considered in the near future. Unfortunately, the developed regulations do not include regulation " About activity on manufacturing and sale of the special gaming equipment produced for realization of a gaming " as this kind of business is in a uncertain condition at the moment and the concept of its realization is not developed yet.
