New book outlines gaming legislation in Eastern Europe
The Russian Gaming Business Association (ADIB) and Azart, a Ukrainian magazine, have announced the publication of the first book on the legal regulation of gambling in the Ukraine. The new book also details gaming legislation in Russia, Byelorussia, Poland, the Czech Republic and more. Written by ADIB vice president Eugeniy Kovtun, the book follows the success of the 2006 Russian publication `Legal Regulation of Gambling in Foreign Countries.`
According to gaming experts, gambling regulation will once again be under consideration in the Ukraine in 2008. The new book, to be published in February, should prove a useful tool for the legislators as it describes other nations` experiences in regulating gambling. The book will be available in both Russian and Ukrainian, and promoted by ADIB and Azart.
Igor Romanjuk, Azart`s founder and publisher, will be acquainting all the relevant regulatory bodies in Ukraine with the merits of the book as they study the regulation of gaming in the country. ADIB will be making copies available to the legislative authorities in Russia.
Verhovna Rada, the Ukrainian parliament, is expected to issue a gambling law before too long. In January this year the Finance Ministry decided to tackle the legal vacuum that exists for gambling in the country and submit a bill to regulate and license lotteries and gaming. There are already 45 casinos in the Ukraine and many different lotteries.
At the end of this month a forum in Moscow aims to answer some of the questions raised by the new Russian gambling law. ADIB believes that to establish the proposed mega resorts in four gambling zones will be an uphill political, public and economic task.
