Ivanovo`s gaming business seeks public prosecutor`s protection from authorities` “political decision”
Inessa Udalova, the executive director of NP “IO ARIB”, reminds the regional public prosecutor that on May 31st, the regional Duma passed the law “On banning activities involved in gambling organization and arrangement within Ivanovo region”. The regional law provides for the complete liquidation of the gaming business within the region from July 1st. In 10 days the law is coming into effect.
“Please take into account that, despite the above-mentioned law being passed in compliance with Federal Law ¹ 244 of December 29th, 2006, it infringes the citizens` rights given by the current labour legislation of the RF”, states Inessa Udalova. “Pursuant to Article 180 of the RF Labour Code, the employees shall be warned by the employer two months prior to the cessation of work, which at present seems impossible due to the fact that the law was passed in this period of time exactly. Moreover, the complete cessation of gambling facilities` operations fro, July 1st, 2007, will result in infringing the citizens` rights for getting their severance pay provided by Article 178 of the RF Labour Code. Besides, as the adoption of the law is a merely political decision, not an economic one, which was openly announced by the vice governor of Ivanovo region Sergey Pakhomov in mass media, not only gaming and security staff will be deprived of their jobs and proper severance payments, but also electricians, technicians, cleaners, dishwashers, janitors and other workers employed in the gaming industry. For the purposes of enforcing the employees` rights and the citizens` legal interests, NP “IO ARIB” has introduced to Ivanovo regional Duma the proposal on delaying the term of the gaming business closure till a later time as it was done, for instance, in Archangel, Vologda and Kostroma regions”.
The representative of the regional gaming business, in the name of all operators, asked the regional public prosecutor to appeal against the regional law “On banning activities involved in gambling organization and arrangement within Ivanovo region”.
