Altay law on gambling regulation to become void
The agenda of the People`s Deputies` Regional Council (PDRC) April session includes the legislation “On deeming void the Altay regional law “On placement and arrangement of gambling facilities within Altay region”. According to the IA REGNUM correspondent, the Altay deputies were among the first in the country to pass their law on gambling regulation in May 2006. And the “debatable” provisions due to which the legislation was left in serious doubt, must have come into effect only from July 1st, 2007.
According to the comment of PDRC Economic Policy, Industry, Entrepreneurship and Property Committee, the deputies had to decide on the “cancellation” of the law in compliance with the ruling of Judicial Board for civil cases of the RF Supreme Court of 29.11.2006. This document declares partly void Points 3 and 4 of Clause 2 of the law “On placement and arrangement of gambling facilities within Altay region” as opposing the federal legislation effective at that moment.
In connection with it, the regional law provisions which set restrictions for placing gambling facilities can not be applied to practice. In addition, on 29th December, 2006, they passed Federal Law ¹ 244-FL “On state regulation of activities involved in gambling organization and arrangement and on amending come of the RF legislative regulations”, which regulates relationships in the area of gaming business. This law has settled social relationships which concern placing gambling facilities and arranging such facilities on the federal level.
