In Kuban, about one third of gambling facilities fail to comply with the federal legislation – regional authorities
On Monday, at the regional session, A. Remezkov said that during the coming three months there will be inspections of all gaming clubs and casinos in the region. Meanwhile controlling events will be run according to the cross-check principle – special work groups combined of law enforcement, supervisory and tax authorities` representatives will inspect their neighbours from other towns and districts. Deputies and mass media will be also actively involved in the work of the panels.
“As our preliminary estimations show, over a third of gambling facilities operating in the region will not manage to reach full compliance with Federal Law 244 “On regulating activities involved in gambling organization and arrangement” in so short a term”, believes A. Remezkov.
He reports that at present there are 660 gaming business objects registered in the region. About 15 thousand slot machines and about a hundred gaming tables are subject to tax accounting.
First Vice-Governor emphasizes that until now state, law enforcement and supervisory authorities were not in a hurry to regulate the regional gaming market. Thus, in 2006 Main Department of Internal Affairs held about 70 people administratively liable for breaking the procedure of placing gambling facilities, regional work groups revealed over 2.8 thousand unregistered slot machines in municipalities. But at the same time in 2006 no criminal proceedings because of tax evasion were instituted. And only one criminal case was initiated because of illegal entrepreneurship, compared to 21 in the year 2005. Only 3% fines served on violators were collected.
“Our goal is not to eliminate gaming business but to make it comply with the law. Those who run the business in a civilized way in this as well as in any other area will be adequately treated by the authorities”, remarked A. Remezkov.
