Kuzbass deputies think that each region has a right to have its own Las Vegas
Kemerovo Regional Council of People’s Deputies expressed its viewpoint on organization of gaming business zones within Russia. Kuzbass deputies propose the following: gambling regulation measures shall provide for the chance to make gaming business zones not in the four territories as stated by the legislation but in each region.
The Regional Council even came out with the legislative initiative to submit a correspondent amendment to the federal legislation “On state regulation of activities involved in gambling organization and arrangement” for the State Duma consideration.
Sergei Safronov, Chairman of Kemerovo Regional Council Budget, Taxation and Finance Committee, stated that “gaming business problems can not be solved from a sick person’s position”. “Gambling addiction is the same vice as alcohol addiction. Still the budget gets quite an income from drinking establishments, and if we solved this problem only from the alcohol-addicted’s position, we would have to reduce the number of these establishments”.
Safronov also thinks that each region has a right to have its own Las Vegas and with regards to it must make an independent decision on where to place gaming business facilities. “In Kuzbass such a place could be Gornaya Shoria”, remarked Safronov. Gornaya Shoria is a skiing resort developing in Kemerovo region, writes the “Expert Online”.
