Regions may lack revenues from gaming business
The issue of regions laking revenues is still open, as Sergey Tchizhov, a State Duma deputy, informed the correspondent. He commented on the legislation introduced by President with the view of restricting gaming business, which was adopted in the third reading:
"No doubt, the legislation is important and timely, that’s why it was supported by the deputies. But in future we must bear in mind that only four gaming zones will be set up. Consequently, over 70 RF constituent territories, under the current legislation, may be deprived of tax payments to their budgets from gaming business enterprises. With regards to it I think it appropriate to consider the possibility of changing the form and the status of payments which are now collected according to Chapter “Gaming business tax” of the Tax Code”.
"I believe we should either implement a federal tax with its further redistribution by regions or “tie” each gaming zone with several constituent territories which will be deprived of this financing source due to the adopted law”, the deputy emphasized.
The parliament members still have the time for it – under the law, the four gaming zones will start work from July 1st, 2007.
