Altay region have not compiled the list of gaming zone investors yet
As the IA REGNUM correspondent was explained today, on May 4th, in the Altay region Central Bureau of Economics and Investments, the gaming zone has no potential investors by far.
The spokespeople of the authority commented that certain motion will appear as soon as the relevant RF decrees are issued. About ten documents will be signed till the end of June, and they will stipulate for the taxation, zone borders and other points. Then the Altay region Gaming Zone Steering Authority will start its operations, and the procedure of setting it up has already been fixed by the corresponding decree of the regional administration.
The Authority will be responsible for creating the overall concept of gambling industry development, working out proposals on forming investment programs for the gaming zone infrastructure development. The Authority will act as a government ordering customer for executing documentation on the gaming zone territory planning and making the infrastructure at the expense of the regional budget.
Meanwhile a number of large foreign companies expressed their interest to participate in setting up gaming zones in other regions. They will also appear in Kaliningrad, Primorie, Rostov and Krasnodar regions. Mass media name particular companies from the USA, South Africa and Australia. However, there is no one willing to invest in Altay region yet, says Evgeni Kovtun, Vice-President of Gambling Operators Association.
“Originally the projects are very costly. At present there is nothing: no roads, no water, no electricity, no gas… Certainly, no one is going to invest huge funds, and the amounts may be from several hundred million dollars, without serious economic calculations and securities from regional authorities. In our opinion, we should expect the situation to change no sooner than at the end of 2009, when the gaming business outside gaming zones will be completely banned, in compliance with the current legislation”, believes Evgeni Kovtun.
By now a gaming zone investment project has been proposed by Altay region. As IA REGNUM previously informed, it was presented together with the rest at `MIPIM-2007”, a large exhibition forum in Europe. The gaming zone will be situated in Smolenski district of Altay region. The area of it is about 60 square kilometers.
